If thats your question, then webmin isn't that much of a control panel, more of a gui to replace the SSH commands. I have no experience with ENSIM so I can't say anything about it, however webmin/usermin isn't that much of a control panel.

Webmin is OK, its free so you cant complain.

If your not too hot with command line, webmin can certainly make setting up and controlling the server easy. Buuut, its not the most secure control panel. Make sure you change the default port so its a bit harder for anyone in search of a webmin machine.

don't bother changing the port... I did on day one with UCG, but they informed me only 10000 will be left open with their new strategy, so I have had to change back :(

I would recomend configuring it for https though
