Greetings,

I am looking for a provider with these characteristics, and would appreciate any comments.

Linux OS, Debian distribution
at least 800mhz processor, 256mb ram, 20gb hd (IDE; SCSI is not necessary)
Possible to easily add hardware later if needed (most likely extra disk)
At least 40gb transfer per month with option of adjusting limits in future
Management of server hardware (free replacement of failing hardware)
Unmanaged server initially, but with possibility of becoming managed in future (just basic security updates/patches)
Support available via phone and email
Knowledgeable competant support with a clue

Any recommendations or comments are much appreciated. My initial research points to http://www.nocster.net and http://www.netmar.com as possible choices, though I would be glad to consider others.

You could take a look at UnitedColo but be absolutely sure that you read the other posts on them.

Thanks for the suggestion. I'm reading through various threads to get a general feel for peoples' experiences with different providers. IT seems that United Colo is going through some rather serious growing pains currently. They may be a possible option, but their blocking of ports (which I don't feel is inherently bad) and seemingly unreliable support are concerning.
