Are you asking how to do it?
I don't do reseller accounts, but a control panel is about the only way. Then assign an IP per reseller, and use host headers to allow the reseller to create sites bound to "his" IP address.

If you are asking about which control panels work on W2k and allow this, I have no eye deer.
