Hi - I'm looking for a cart solution that will work in steps. "Steps" may not be the right term, but the order flow is as follows:
1. User is fills out a form with their information, depending on the type of unit they have, step 2 is presented
2. User is presented with a few service choices
3. After a service is selected the user can select various options and available add-on items (running total provided)
It's not really a traditional catalog, rather an ordered shopping process. Is this something better left to a lot of custom coding, or is there a cart already available (opensource or commercial)?

Have you looked at X-cart? I'm not an expert on them, but I do know lots of businesses very happy with them.

Hi - I've checked out cs-cart, x-cart, zencart, oscommerce, magento, and opencart but it seems they would all need a lot of custom work to fit right (unless I'm not thinking about the logic properly :))

there is no such cart that comes out of the box like you want. all the carts are designed to sell products, and they act like amazon out of the box.
therefore you should pick a cart, and install a module (if there is one like that) for it, or get it modified.
try out hosting modules for osc, zencart, xcart anything you can find. the logic of the procedure youre telling is more like a hosting order than a normal product. but still you will need to mod even those modules it seems.

ZenCart has my vote. It does not really require a lot of customization. It is very easy to customize yourself, and their is a large amount of templates which can be downloaded as well!

i tested their checkout and it seems custom software. there was no page name or options from prominent carts. unless they very heavily modified. even in that case some page names should have stayed the same.
