I couldn't find a "charter" for these discussion fourms, so I want to know if it is acceptable to post an announcement for a commercial service if the service may be useful to members here?

It would be better to contact mods by sending an email to the link that's posted at the bottom of every page.
There is the Related Offers forum with a sticky about posting in it.
