Hello,
How could I check if my kernal supports quota support or kernal is compiled with quota support on?

funny you posted this, I was gettin ready to post how to set a quota on a particular folder.. but from what ive read so far
Quota support has been integrated into kernel since version 1.3.8x I heard. Now it is part of the 2.0 release of the Linux kernel. If your system doesn't support quota, I really recommend an upgrade.
Currently, quota works for ext2 type file system only.

Type /sbin/quotaon -a and see if it errors out.

Thanks for your reply!! So my system has quota on then..
i typed "/sbin/quotaon -a", and got the following:
quotaon: using /home/aquota.user on /dev/hda8: Device or resource busy
quotaon: using /usr/aquota.user on /dev/hda2: Device or resource busy
quotaon: using /var/aquota.user on /dev/hda3: Device or resource busy
how could I know why these devices are busy??
hda2,3,8 partition are on the same harddrive.. and
hda2 = /usr
hda3 = /var
hda8 = /home
