I see many offers in design offers section.... typical price goes from $100 up to $400.
Please forgive my ignorance... if I was to buy a design that comes with PSDs and xhtml/css coded. How easy is it for me to make modifications to it? I don't have any coding experience.
What can I do with the PSD layers?
I don't want to buy a design and eventually have to pay someone down the road to make modifications such as hosting prices.

It's not super hard if all you are doing is changing up the graphics. In order to edit PSD files though, you will need Photoshop or Photoshop Elements.

Yes, not difficult and you can also outsource some of this activity to a freelance designer for cheap.

The way the web is right now, you need no experience to edit a website. Most designers (not sure about the ones here) offer you a content management system. Simply put if you can post here you can indeed update your website with ease.
There should rarely be a need for you to need to contact a designer to update your site for you, unless of course its a layout thing.

If you want to make modifications in psd you need to buy PhotoShop. It costs around $1K. I think it is cheaper to ask designer for a few changes.
Moreover prices from $100 up to $400 for both graphic design and xhtml coding are very reasonable. even for outsourcing comapanies.

It is a very reasonable price. I know designers who charge up to $100/hr. The normal price for a web designer hourly is anywhere from $50-100. So for $100-400 you have yourself a bargain.

To elibrate layers is a way of separating parts of your design. By separating them you can move them about the design as you please in Photoshop.
For example if you went into paint and made your web design in paint everything is part of the same image. Nothing is truly movable without it being difficult. Photoshop makes it easy for you to move different parts of your design else where on your design.
Using layers you can move aspects of the design, hide aspects of the design, and of course manipulate a specific aspect of the design.

I believe the offers in WHT are very reasonable. And you will not find designers for this kinda price elsewhere.
Customising a design. Well this will take a bit of photoshop skills and ofcourse HTML knowledge. So as others have suggested, it is better to get a freelancer to do this and pay a small amount.

Just to clear something up; you don't need photoshop to open/edit psd files - GIMP can open and edit these files just as well as photoshop and is free.
