If you use the registry rocket system to sell domains or the PDQ system, each customer will be able to access a control panel for the domain after they purchase from you. It is automatic.
If you purchase the domain for them through your enom control panel, you will have to set a password for them so they can log in.

The control panel comes free with the enom account. It gives your customers access to change their contact information and nameservers as well as any other enom services you are offering.
You can give them a privately branded version of access.enom.com
Enom has price levels for signup, to get the 6.95 price you pre pay $7000.00 US.
The other option is to sign up as a subreseller under someone who already paid the fee. There are several offers in the Related offers and Requests section on this site.
You can find more information about reselling enom services at http://www.enom.com/resellers/

Yes, you can find several eNom resellers offering prices from $6.95 (around $100) to $8.95 (free) in the offers section of this forum.
Is it secure? Yes. No. You will never be 100% secure unless you purchase directly from eNom. However, if you don't mind being a "sub-reseller", then using an account bought from the "offers" area of this forum will be ok.
Ask lots of questions from the person you want to buy from.

You will never be 100% secure even if you purchase directly from enom. :) Nothing is 100% secure.
