Where to go to hire professional programmers?

I am looking for a PERL programmer to change/add features to my current script I am using.

I need a good place to find programmers, I have already tried Scriptlance and Odesk....but still didnt find anyone professional and good....most of them are outsourcers.

I am certain you would find many a good programmer here. I didn't know anyone seriously still used PERL still. Sorry or else I could have helped you. I am learning toward Python and such.

Have you tried Guru site? And with this economy I'd imagine you'd find a lot of qualified guys/gals to take on your project. Just check out their portfolio first...
