I'm looking for suggestions of providers who can offer a reseller account (Cpanel WHM or DirectAdmin) hosted on a separate VPS.

I need the VPS to separate out the resources (CPU / memory etc.); but don't want the hassle of managing a VPS. Don't need root access, not planning to tweak anything; I just need to be able to login at the reseller level.

While the specifications can be flexible, I'm looking for about 30-50 GB space, and about 500 GB outbound transfer.

In a sense, perhaps.

But typically a fully managed VPS tends to be still - well - a VPS offer - root access etc.

What I'm looking at is more like a reseller account; the fact that it's on a VPS is to isolate the usage so that these accounts don't impact a different customer set...

Further, typical "management" costs tend to be higher because they have to factor in contingencies - what if the customer needs special assistance, or scripts to run etc...

In my case, I don't need ANYTHING beyond the reseller panel access; the provider sets up the standard install, whichever way is most appropriate. To that extent, it MAY minimize the work involved for "managing" the VPS... if it doesn't, then a managed VPS is my fallback.

Sometime back, Westhost used to offer shared hosting type packages, each on a virtual container; IIRC, dreamhost does have a VPS type package without root access, but that uses their custom panel.

I'm looking if there's a similar such offering, that's a Cpanel / DA reseller account...

I would say you are looking at a Managed VPS but only using the reseller level and let the host look after the root level for you have a look in the offers section and pm some companies to see if they can do this for you

Any good VPS provider should be able to offer this for you.

Most Managed VPS Providers can do this for you without a problem, Just ask them to create a standard WHM Account for you and nothing more.
