2. Understand about server specifications and business needs/demands from your clients
3. Summarize queries from new/existing clients every month
4. If your existing host able to provide all clients demands is ok, otherwise continues with reseller account from existing hosting provider and take a new VPS and segregate the existing clients who are requested special requirements and serve with VPS or dedicated
5. Don’t not choose directly VPS (without experience)
6. Unlimited Hosting Offers – Not safe cause – Your primary business goal is to provide to your clients high availability resources. If this data is not available due to …………………., end of the day your customers may stand to lose their opportunities’

You sound like you have thought this out, Do you know any server management, if so you would have more control with a VPS or Dedicated. If not a reseller is the best way to go.

You seem well informed and spent a lot of time in it. It's good to know things better before starting something new. I think reseller hosting is something good with the initial phase of starting a hosting business. Good luck with your pursuit :)

Its always good to start with reseller as its will allow you get your feets stuck deeply in this business with minimum risk.

I'd agree with you all to start your business with a reseller account.
Why? because it is the most logical way to start a web hosting business. With Reseller account, it requires only some $20 or so per month.

Why not start with a VPS or even a dedicated server?
Well, there is no point in doing that, unless you already have a substantial amount of clients to begin with, plus you already know what you’re doing. If you are starting from scratch, there is no need to spend on a VPS or a dedicated server.

Indeed it is true, you do not need to worry about the serverside problems or technical problems if you're with a reseller account. Most webhost now offer a full package. What I mean is they offer free domain,free templates,free whmcs,free ssl and many more which enables you to built up your company properly and legally.

It also will not cost you much because with the freebies above, it cost around $20-$20 per month. Some reseller company even offer Free-End-User support. It means that they will handle all the support tickets for you and your clients.
