I have a question -

is

<meta name='description' content='this is description 1'>

equals this:

<meta name="description" content="this is description 2">

in terms of Google search results? I think that only the 2nd one is valid and the 1st one will be ignored. What do you think?

The second one is valid for sure.
Not sure about the first, but why take any chances, just use the second one :).

I also suggest the second one. Google's Webmaster Tools flagged one, where I forgot the quote mark before the description and I need to fix that. Use quote marks.
