Can someone explain me what is APC reboot and what is procedure for that. How and what am I accesing for this reboot.
What my provider must provide me with for this option

APC manufactures a power distribution unit that allows you to turn on and off the power to any one of the power outlets through a web interface. If your provider gave you access to this, you should just login to the PDU's web page, and power cycle your outlet.

also... you don't need this unless you plan on crashing your server every 5 mins... lol... usually you can just send a support ticket and they will restart it for free.

I belive that you may be incorrect. The sole purpose of the APC Masterswitch is to remotely reboot, shutdown or control servers and routers. Its purpose in this industry is targeted towards dedicated hosting and colocation customers. Sometimes there many not be a support engineer available to remote a server, this is where the APC Masterswitch comes into play.

So when your server locks up to the point that you can no longer gain shell access to it, just cut the power.. Not a real 'graceful' reboot, but it works..
