Wondering

How come some hosting companies / resellers cannot give web-sites they host dedicated IP addresses? There many hosts that can provide this like linuxwebhost.com, jumpline.com, virtual-cities.net, communitech.net, etc.
Can someone provide answers? Thanks in advance.
Because some hosts don't buy enough IP addresses to give them out, they go the cheaper route and go without.
So they don't buy them to save money.

Because the Internet may be close to a shortcoming of IP Addresses. All companies and backbones are under close eye. For every ip issued, the hoster must provide a list of domains that each ip is going to be used with...etc etc etv
