What is the difference betwenn semi dedicated and virtual privat servers?
can someone recommend a good host that has managed semi ded. or virtual private plans?

Semi dedicated is a virtual shared hosting that comes in a larger scale. You share resources with other accounts on the server.
Virtual private hosting gives you a root access as far as I know.
You have a dedicated resources for your own site. (correct me if I am wrong)
For hosts that offer semi dedicated, I had used jaguarPC for my semi-dedicated hosting for several months before I moved to their managed linux dedicated server.
There are other hosts that offer semi dedicated and virtual hosting, but I have no person experiences with them.

In VPS you can install and configure it the way you want. Its like dedicated server.
In shared you can't install and configure server and resources are shared.
