You might want to rephrase some of the words on the site, phpcoder, it struck me as if you could sign up and get a freelancer to work for you for FREE. Not that you could sign up for free, to either bid or post projects.

I don't see a lot of projects out there except for webdesign, what are you doing to market your site?
