I'm sorry if this is not the right place to post about this, but I have a friend looking to hire someone to help her manage her Typo3 based website. She's not looking for actual hosting, just a webmaster that is capable in Typo3. Is this something that is discussed here?

I personally had no knowledge even of Typo3's existence or even hiring a webmaster (we do all our work in house). Any idea on associated costs, etc?

Here's a few options:

1. At thedemo.ca are a number of end-user oriented typo3 tutorials

2. We're located in Toronto and do TYPO3 all the time. We work with clients across North America in updating and maintaining their TYPO3 sites and would be happy to work with your friend.

3. typo3northamerica.com contains a directory of other North American TYPO3 companies.
