I am located in Indiana and would like a good VPN with SSL that will allow me to download unlimited data. I would prefer not to spend more than $10/month for such a service.

Being that VPN in and of itself is encrypted I don't know why you specify that you need one "with SSL". Beyond that - you could always get a cheap shell account somewhere and use a SSH Tunnel and proxy your traffic through that.

Yes, It is a lot easier to get SSH Tunneling working, and the traffic is encrypted too.

By definition a VPN is an encrypted tunnel - it creates an encrypted networking connection between two computers over the internet that is private (i.e. encrypted).

VPN being Virtual Private Networking.

As far as good VPN providers - I don't know of any - but you could set up your own with a cheap VPS.

With regard to your budget, you could get yourself a low-cost VPS and set up OpenVPN. This allow you to control all of the VPN's settings but it's obviously only an option if you're familiar with system administration.
