HAHA! This gave me a good chuckle.

It is quite possibly true. I haven't heard of them either and could very well be the case. I would do some research and find somone whos been around a while and who works with several international banks to help you. There are a lot of places that will say yes, charge you the fee, then let the bank shut you down 30 days later.
