I Understand your photo's would be in images under the path that you have whmcs... I would simply reinstall WHMCS.

Re-uploading WHMCS will not fix this, the problem is your server seems to be missing "GD". This can be fixed by running this command as root (via SSH)

/scripts/installgd

As Keith mentioned it is a GD related problem as you can see security code is not generated in your ticket submission area too.

So contact your provider and ask them to fix the GD issue.
