This is in Windows 2000 after a fresh install with the latest drivers. Is this normal?

Mine is stated the same way and I would assume its nothing important since mine has worked fine for a long time.

I've been getting much worse framerates since my reformatting though (albeit I went from XP to 2000) and that seemed suspicious.

You can buy the Radeon 9000 for about $120 I think.

The point is I used to get 70-100 FPS in Quake 3 and now I get 40 on average. I don't need a new card because I'm not buying any new games.

Did you move up from Win98?
In Win2000 and WinXP there is a framerate lock of 60fps I think, for resolutions that differ from that of your desktop's.
You have to send a command to the QIII console.

No, I went from XP to 2000 because XP was acting funny and didn't like my TV tuner card drivers.

Sorry to hear that. I use a Radeon 8500DV and it has an excellent TV tuner and software. Then of course, I don't watch TV :D
