Not sure whether this is the best forum, but what services do you use to:
1) Send outgoing text messages (best rates please)
2) Receive incoming text messages (worldwide) and receive a HTTP request for every received message.

google voice should do the trick

It needs to be available for Europe and be open for signup (google voice is invite only).
A very easy number (just a few digits) would be a plus too.

And they both need a simple HTTP API for sending/receiving messages.

It depends on country to country and carrier to carrier and it is also a volume driven pricing. contact your local service provider for more details.

look into clickatell http://www.clickatell.com/ (http://www.clickatell.com/)
we ended up using a cheaper US only company, but they should meet all your needs.

We are looking to implement SMS for a popular comunity website, Ideally in a way the only the sender or recipient pays for the cost and not ourselves.

Does somone know has experience in developing these gateways, we will limit this to the US.

hdsrob: Can u tell the name if this cheaper provider?

I'm also interested to hear what options are around. I'm primarily interested in sending texts, to phones in USA, Canada, and Mexico, including prepaid phones. The US in particular seems hard for this, with certain carriers only and odd rules (like no prepaid on T-mobile from one of the suppliers). I can see the exceptions leading to lots of support questions!

Also nice to have, but not essential, would be an incoming number in the US (or Canada) that accepts SMS programatically (note: Google Voice is very poor at accepting SMS, especially international, not an option). The US short codes seem to be very expensive, bit of a luxury for my application.

The company my client chose was Opt It http://www.optit.com/

They are more marketing focused, but it works fine for what we are doing.
