For Free Nixt works great!!!

Integrates w 2Co/ Revecom and paypal, also can auto-create a Perldesk Login ID for customers.
Also pretty easy to customize it to your needs.

If your paying for it..
Budget one is phpManager...
Pretty nice but alot of "addons" needed that cost as much or near as much as phpManager itslef.

ModernBill is prolly the best one, but you will pay for what you get.
It by far is nothing short of Awesome.

I personally use Nixt whmManager till I can better afford MB. ;)
