Hi
I am going to start Backup service (file backup service) where main objectives are

User can login to his account and change password
user can change FTP password
user will get online file manager where he can download and upload files.
user will get statistics of bandwidth

I was planning to go with cPanel with help of "Features manager" but it costs $10/m can I do same things with webmin or virtualmin or directadmin ?

I dont want to provide any other services

I would recommend Directadmin, neater and cheaper and easier to use.

You would love DirectAdmin and so will your clients. It's feature rich, easy to use and fast.

My first suggestion would be cPanel and then DirectAdmin. They're the best option for a serious provider.

Try Directadmin because of price and performance

for backup service ? I think directadmin good enough
but webmin is free solutions, not recommended using kloxo (http://www.milw0rm.com/exploits/8880)

But there is a problem.
When user opens though FTP using filezilla, there are some folders, a newbie will get confused as where to upload the files.
Is it possible to remove all ?
I am also testing on virtualmin. Is anybody here used virtualmin/webmin ?
