Im getting a reseller account very soon but have questions about SSL certificates. I am thinking of getting the reseller from E2 and they offer SSL at 69.99$, including a static IP.

I am not sure how this works. I have a few future customers that are going to have an e-business with Shopping Carts and I believe those should all have SSL certificates. So does that mean each one of them has to get a certificate, and will E2 issue them to them or is it me, me being the reseller? and if they need an SSL certificate do I also need it ?

Each store or site with a store that processes credit card transactions through a merchant gateway through their site (credit card info is entered on site)will need their own dedicated IP and SSL certificate. I am not sure how E2 issues or what their policy is. You will need to ask them.

Depends as PayPal has several options/methods. If at any time the customer is entering credit card data on your site, you need a SSL certificate. If you are sending the cart contents to PayPal and they are checking out via PayPal, then no, they are secured by PayPal.
