[edited by request] Web sites should adhere to standards. And if browser-makers build their browsers to do the same there will be no problem. If not, they will eventually lose their user base. Case in point IE steadily losing market share.

Yes they should,that way ANY BROWSER could render the site...
Many people are lazy and dont wanna spend an extra 5 mins to do a thougough job... THEY WANNA TAKE THE EASY WAY OUT WHICH IS SAD......... (In other words: Things dont have to be so bad)

I totally agree, HOWEVER!
Its hard now to find a copy of Internet Explorer 4, 5 & 6. Most people use Internet Explorer (7, 8, 9), Mozilla Firefox, Opera, Sofari and Chrome, or even their own Internet Browsers.
I test all my sites down to IE 5, and the other 1's i've just listed, but It does getting repetative if your doing it for alot of sites / pages.

It's obvious you don't design websites if you think it takes 5 extra minutes to make everything render properly in all browser versions. As has already been stated, if all browsers were able to see the same code in the same way and render it based on the same rules, design would be much simpler.
This will probably never happen.

Yes i realize it takes longer than 5 mins bear..

Yay! One more person that still checks those versions!
I still need to use IE6 on some machines for some reasons and cannot stand websites that outright refuse to serve any content because of your older browser.
