Directly from Ensim"s Knowledgebase:

Description:
Is the disk quota assigned to a domain or user (real or virtual)?
Can I over-subscribe my disk?

Solution:

WEBppliance for Linux will allow you to over allocate quota. You can assign 30GB quota on a 20 GB drive. This way you can over-sell the resources. Remember that 20% of the people will use 80% of the resources. Be sure to check for free disk space if you encounter any unusual error messages

No. It is a hard limit on POPs, Space and BW, and # of domains. That KB entry is regarding Appliance Admin when you add a virtual site.

  Sorry about that. I thought it was at all levels. I guess I'm still on the learning curve too. Didn't mean to lead you astray...

Thanks UmBillyCord.
