Hi,
When primary server down, then i want all sites working at secondly server.
How can i make?

P.S.:All servers have CPanel / WHM.

Well you could set ns3 and ns4 to point to a different server . But then the mirror server could get used even when the primary server isnt down - which means the mirror would need ot be kept upto date with the primary all the time :)

In all honesty, while realtime mirroring can be done - and is often done on large/busy websites, its not an easy or cheap solution.
It often involves clustered servers, and 'intermediate' systems that direct the traffic.
If you are asking how to do it here, and you are using a CP to manage your websites - I very much doubt that it is a solution that you would implement, or could afford. :)
If you really must have it, talk to a large reputable hosting/colo company, and find out the details – and costs – through them.
