Usually the policy is:

Terms: Not allowed: Offering video and/or audio streaming or downloads, MP3 Files, Games and shareware is not permitted on any XXX server.

P.S. No, I am not going to store pirated software or photos there.

I have a site over there now, running a youtube clone script, I used to have the same script hosted at apthost but they had to many internal problems. So far I have had great results with pacific.

Better have dedicated server or VPS. IMO such web sites are rapidly growing ones.

Absolutly correct, if your site takes off, problem is unless you have a very good niche they just don't grow that rapidly so to invest in dedicated server or vps in the beginning would be a waste of money in my opinion.

Generally most webhosting services will not support this because of the resources they require. You could possibly find a shared host to support it but you would sooner or later be asked to upgrade your services as it will impact too much on CPU/RAM.
