Who is offering CPanel 5 at the lowest price for monthly external licenses right now? I have heard as low as $58.00 a month, but there wasn't a link to the provider. If anyone could post a link to someone offering it this low, I would appreciate it.

i don't believe they are allowed to offer it lower than $99/mo any more (although i'm not a reseller so i don't know the rules personally). I think if you contact them directly, they can give you a better price than they advertise.

They can offer it cheaper than $65 a month. Cpanel changed their terms about 2 months ago. Companies can offer it cheaper, only they're not allowed to advertise it, or something like that. Cheapest external I've seen is $50 a month, thought these companies tend to offer 0 support and won't install the control panel unless you pay extra. I'd say, go with a company that charges slightly more, but that fully supports the product and will install it for you. It will save on headaches in the long run.
