I'm looking to open a proxy hosting business, mostly because I'm using so many proxies myself at the moment to facilitate a lot of my clients. But this means I need, in a number of countries, huge amounts of ips.

Can anyone here tell me how to get those? All hosters I check they a) are expensive b) require filling in large amounts of paperwork for those pesky ip usage rules.

Thanks!

You won't get around those pesky IP usage rules. They're there for a reason - a lot of that is to stop people that are like you.

If you have 3-5k or so to invest you should have no problems.

If your doing it with a minimal budget your going to run into issues. I know places to get c's from but theres alot of potential abuse in all of that.

Theres only a few successful larger proxy sites that im aware of and most of them aren't on arin ip's. Not sure what things are like trying to get loads of international ip's.
