Put web links in your signatures and become productive, active members of forums.

Banner or ad exchanges work too. :)

some forums do not allow sigs so that is kind of difficult and unfortunately i do not like other banners on my site, so how can that work?

Google Adwords can be a cheap way to advertise a site.

If you stick to the Content Network and select your banner cost setting to CPM (cost per impression), instead of CPC (cost per click), you can attract a lot of visitors for very little cost. :)
