Normally your datacentre provides the best pricing. If not, see platinumservermanagement.com , they do some awesome deals on yearly licenses (don't know the monthly price).
Others are cpaneldirect.net , buycpanel.com etc.

Have a look at cpanelsource (http://www.cpanelsource.com), thats where I get my cPanel licenses from, and same prices as you will get from any distrubitor

You can also try cpaneldirect.net backed by interserver.net and they have decent prices.

I used to use cpanelsource. They will do a "deal" with you if you ping them an email.

For your VPS, you could use the cPanel store (https://www.cpanel.net/store). They are now offering direct cPanel VPS-based licenses... They have a cPanel VPS License available at an introductory price... looks like just one year though. Not sure if the distributors have this yet.

It's about the same price.. but 1 year means you have to use it for the whole year? Monthly should be better.

We've been using cPanelDirect.net for a while now and they do a great job
