Are you looking to sell those items as well? Depending on that, you may be happy with Joomla, there are plenty of good plugins for it.

If you're looking to sell items as well, you're probably looking at something like oscommerce.

Not selling nothing just rating services mostly by registered users.

In that case I would recommend Joomla. I'm sure there's a content rating plugin around.

Joomla has a lot of free plugins. You should check them out. The only thing which I do not like about them is that the url's tend not to be seo friendly. I have tried to implement it on several occasions but to no avail.
