do you recommend any control panel for windows? solusvm..veportal, they do not support windows yet

At the moment you are a bit limited. Personally I would suggest HyperV virtualization for windows which has no control panel unles you create your own.

Or there is Virtuozzo / VMWare

DotNetPanel supports Hyper-V.

yes I agree, but those are so expensive, there is also the xen source http://www.citrix.com/English/ps2/products/feature.asp?contentID=1686939 but I am not sure if it is a good idea to use it

Actually Hyper-v using Datacenter editions of W2k8 could be substantially cheaper than other solutions.

Parallels Bare Metal 4 Server gives you the option to support/manage both Linux & Windows virtual servers under the same node and pricing is only about $5/month per server which seems to be reasonable.
