Is it usual for the ping to go from 0.319ms on the first hop to 60ms on the 2nd when tracerouting out from a machine?

not horribly wrong.. your going from colo1.mcl.cais.net to dal.cais.net. Which still isnt so far, but the 0.319 router is probaly directly where you are colo'd
