Have you taken a look a Joomla? There are many free and low cost templates for it.

I prefer coded css templates not script templates.

Are you looking for html templates or templates for a specific CMS? If you're using a CMS like Joomla, there are billions (seemingly) of free templates out there. Just be careful because not all free templates are created the same. Look for one with sufficient number of module locations and menu treatments to handle your content.
