I own carousin.net and I want to own carousin.com but someone else evidently owns it currently. The site is not being used as far as I can tell. I want to find out how I would go about attempting to buy a domain that someone else already owns...

That domain is set to expire in April maybe you can pick it up if they don't re-register it. Although even if it expires it might be a few months after the expiration date for it to become available. Depends if you’re in a hurry or not I guess.
