If you need it for $12, you are likely going to have to get it from your provider if they offer it. If not then you are likely stuck with $29.

Ask your Server Vendor for it. They must have tied up with Direct Admin! $12 license are only for Internal Use by Server Vendors and not external licenses.

Have you contacted your datacenter? They could probably get you the best price if they offer internal license.
