If uptime is the key go for multi-homed hosting ... which they seem to have (read http://130th.net/services.html) .. but no personal experience with them myself ..

I've not used them, but you can view what they're running and some basics about the server at Netcraft. (http://uptime.netcraft.com/up/graph/?mode_u=off&mode_w=on&site=130th.net) Their sites claims a 99.9% uptime guarantee. Hope you can find a current or past customer who's used them to find out whether that holds true or not.
