Is there any way to allow users to create 'custom tags' (.CFM) which must be placed in the
system default CF custom tag folder (usually \cfusion\customtag\).In other words, we as a Cold Fusion Administrator wont need to login to the CF Administrator page to manually add the custom tag path for the user. They may do it themselves.

I would say create a script that lets the user add the CF Tags via a there. Thus allowing you to filter anything possibly "malicious" or "unsecure" or "subverting". I was hoping to get a response from a CF expert i know but he didnt respond in time so I dont know if there is a special way to do it . but that would be my recommendation.
