Root-level access is required to migrate a reseller with all of the individual accounts they own.

In this situation, I recommend using the Create a Full Website Backup feature in cPanel for each of the accounts. This can send the backup file to your server via FTP, which you can then move to /home and use the WHM -> Backup -> Restore a cpmove file feature to restore this backup to your account. I recommend restoring the reseller first, then migrating the other accounts.
