Our company needs a designer or a web design company to develop our sites and logos.
No programing required ( we have php programmers ) but we need someone ( some company ) to mostly develop our html ( mostly layout, we provide content ) pages, graphics, flash and some additional java coding.
As a form of payment we can provide hosting ( not a shared hosting, dedicated servers or colo ), internet access ( if within our service area ) and partnership/referrals.

Gregg, most designers out here won't take on just a template design for hosting, and so it is unlikely that anyone will want to offer their services on a regular basis for it.
Consider a different payment method, and you will be more successful.

Yes gregg..for the job you are asking to do..hosting is worth $0 because most have their own hosting and are in this business for money

You are all right, we're here for the money so most good designers would want money for their talent. You are also right that hosting is cheap these days, but do you think that decent rack space ( like 1/4 ) and decent bandwidth like few megabits is not worth money ? :-)

OK, here's what I think.
Suppose I am hungry and craving a nice big juicy t-bone steak, medium rare.
The doorbell rings. It's the pizza guy, who says that I was selected to receive a free pizza if I order a large 12" with 4 toppings.
But I want the steak - I had pizza last night, so I say "no thanks" and close the door :D
