Last week, my hosting company told me that network monitoring was not allowed as it can cause unnecessary traffic onto their network. Is that normal practice?
Also, they are now charging a monthly fee for each additional ftp account. No biggie ... unless you have 100 accounts, and they are all using 2 extra ftp accounts? Anyway, thoughts?
Charging extra for FTP accounts is a joke! and not really a funny one, Franky I would move.
And most data centers don't mind local network monitoring with something like prtg or cacti, but anything like packet sniffers is a big no, or trying to snmp switches is a bad idea.

Sounds very strange as most hosting companies provide network traffic graphs for free.
Charging for extra FTP accounts is a joke as well , are you set-up on a shared or dedicated platform?
Why do you need to use network monitoring? cPanel (or what ever your using) not working good enough?

it is a client that is using a third party network monitor to alert him if his site goes down or has problems.
If its something like a basic php script using not alot of resources and not running every second, doing a ping or telnet to their own equipment I don't really see why they would be bothered....
Unless they have something to hide :P

It's secretly that new virus that takes over the internet. :D
But as for the FTP accounts, that's sad.
Mind telling us which host this is, as it sounds like it would be an older one that never got out of the stone age.

Seems really strange. I question whether determining whether you are online should be seen as 'unnecessary' traffic, as uptime is ultimately what you are paying for and it should be your right to check in on it. Plus, the traffic generated by most third party monitoring services is negligible.
Those services aren't always accurate, but that's another matter altogether. You should be able to use them with a reasonable host.
