foonet does this, they're not cheap, and i've been hearing mixed reviews recently (about their new filtering policies, dropping ip's really easily, suits shell customers, but not ircd ones), but they're amongst the most established in the shell industry.

Check your other thread. I posted some links of dedicated providers that allow irc. Please stop posting the same request over and over again.
