I want to have a website and users have to confirm their 18 years old, so i want them to type in their details and credit card number so i can verify it, but i don't want to bill someone's credit card and then refund them, i just want to verify without billing them. This practice is depreciated by the card industry and you'll be charged for doing it.

Unless you are acceping payments for services there are other ways to verify someones age including commercial solutions that will take this aspect off your hands.

The card industry wants $0 authorizations to be processed, however just finding out that someone has a credit card means nothing, anyone can buy a pre-paid card and just use it.
