I need some idea on where to go with Maxmind and Maxmind's Phone Verification. The company suggested that I use 4 and 7 for the phone verification. WHMCS said that I should use 2.5

Well considering that a free email address automatically gives a fraud risk score of 2.5, I don't think it would be practical to set it to 2.5. I think 3 - 4 would be appropriate in most cases.

Why detect two ips? Does everyone have one ip address or two ip addresses?

My assumption is that they signed up through a proxy if they have two IPs. Try giving the client a call to verify their information.

I was using a fraud detection score of 2.5 before v4.0 and have sense changed it to a higher number. The orders on v4.0 were for some reason getting blocked for no reason.

I have switched to client exec. You do not even have to put a score in client exec. It just works. ;)

I'm always very careful about watching for fraud on new orders. Even though the system will detect what it thinks is fraud it's still a good idea to check for things it won't catch.
