any one have the program for picture .i need php+mysql

my server is windows 2003 i'm afraid the upload picture

and people get the line to post on website .many people see

the picture .will be use alot bandwith .....has any program

let the people press the picture to be size big and then see the

picture..and count the bandwith ..or other else..
