I have an order on WHMCS 4, that its payment method is via paypal.
The status of the payment of the order is "Incomplete".

I have configure WHMCS, so I have to manually confirm the creation of an account.
Does anyone knows if the customer pays when he makes the registration for an account or when I accept the order?
Do I have to accept the order to get the money on my Paypal account or should it have been already there?

You will need to accept the order manually when you see the payment status to 'complete' of the client.

as omer said, payment will say complete when the payment was made - don't create the account if it still says "incomplete" You'll just be giving the account away.
