It's pretty hard to answer that without an idea of the quality. Quality is the number one factor in the price, second to that are the stats for the site and age...

I somewhat agree with the post above, however I would probably approach this from a bolt on perspective simillarly to how mobile phone tariffs work, pay for different blocks...etc

My first questions would be:
What standard of Design & HTML & CSS coding and what browser compatabilities are required?

Obviously the higher the requirement, would domino effect on price and design complexity, and hence higher coding standard, hence price variation:

2. What instances of JS, AJAX, CSS, SQL ?
This can be the more difficult part as you have to break down each task and work out how long it will take you to construct and implement into the site design itself. Also, if the client requires an OOP application then the prices will jump dramatically compared to simple basic programmed app. This also applies to complex SQL stataments and how hard they are to implement also, basically try and guesstimate here! this can always be sped up and slowed down if needs be.

3. Complexity of Design
As mentioned in question 1, I'd guess and hope the logo design would be introduced into the design stage, so this would probably considered at stage 1 and henceforth charged in that block. Therefore, I'm not going to break it down here.

4. RSS Feed
This really can be constructed using PHP and therefore is just another partition of the pgoramming level. Be sure to break down each individual requirement in terms of its language base and complexity and charge the client appropriately.

5. News Section
This is another programming task to be broken down and implemented into some sort of back-end database driven system, hence im guessing another PHP problem that needs to be broken down and priced up in the programming layer just like the RSS feed.

6. Content Writing
There are many users on this bulletin board that provide content writing services very cheaply, if you feel bogged down at any point or out of creative writing juices im sure you could russle up some free content from them very budgetly. Otherwise, just price it up time wise and send it to the client.

7. Content Management Systems
There are plenty of these on the market fully skinable and implementable so simply do some research on how their templeting systems formulate and budget appropriately. Most programmers need to consider their talents before claiming to be capable of them as most slip up in this bracket. The likes of drupal and mambo spring to mind for this project, so maybe do some research on them if you've not been given an in-house application to work with.

8. Professionalism
Clients like to be kept in the loop and like to know what's happening with their design and often not showing them anything till the last minute can be worrying on larger projects like this if you are a meager freelancer. Henceforth, recently I have decided to do all my development online and so it can be viewed and watched by clients as their site comes together, something you may consider with such a high-profile client, if you are workign alone. This is also useful for early changes and improvements that you may overlook on your own.

The price for allthe above depends on how much code is there to work on it and also the design whether its easy to integrate or complicated. Nearly the price roughly would be acc. to INR 30,000K. As all the features will be used which you want.
